Each altitude reflects increasing levels of leadership intent, operating discipline, governance maturity, and accountability for outcomes. Moving up the model requires more than deploying tools—it requires changes to how decisions are made, how work is performed, and how value is measured.

The objective of the model is controlled ascent: enabling organizations to scale AI initiatives without introducing unmanaged operational, financial, or reputational risk.
